which sentence is correctly written :1.any position or situation in which no action can be taken or progress made. 2.any position or situation which no action can be taken or progress made? And why?

OpenStudy (anonymous):

Any position or situation in which no action can be taken or progress made. Because the word 'in' keeps the sentence together, and as one would read it they would not become confused like i did when 'in' wasn't present.

thanks for your help. But I am still not comfortable when it must have IN as english is my second language. And can we use AT instead IN?
