f(x) represents the height and x represents time. Average rate of change of f(x) from x = 3 to x = 5 is: { f(5) - f(3) } / (5 - 3) = { f(5) - f(3) } / 2. Calculate this. Numerator is height (or distance) and the denominator is time. Distance / time is speed. With this information you can pick the correct answer.
