parallel lines have the same slope, so since the point is (4,6), you would substitute 4 and 6 for x and y in the slope intercept form y=mx+b. and since the slope of the line that you're supposed to be parallel to is y=-2x+1, the slope -2 remains the same. so 6=-2(4)+b, 6=-8+b, 6+8=b, 14=b. therefore the equation is y=-2x+14.
