A. Is the answer. He has 3 fish bowls, and in each fish bowl he has 9 fish. To calculate the amount of total fish he has, you would do: 9 + 9 + 9 = 27 fish. Instead of adding, you could do 3 x 9 = 27. So A. is the answer.
