I would guess the difference is when like the Irish and Chinese came over by the boatloads in the 1800's. They did so to flee famines, poverty and oppressive governments. BUT, they did so LEGALLY by passing through Ellis Island (and whatever the West Coast equivalent is).

This new wave is people by the millions, of UNKNOWN countries of origin passing across through our borders totally unaccounted for. NO idea of their identity or possible criminal background, or health risks they bring with them.
