This is not an equation to be 'solved'

all they are asking you to do is write an expression 'in maths' for the information that they have given you in words.

The information you have is

Number of pennies Nat has = y
Number of pennies Luke has is 4 less than Number of pennies Nat has 

SO
Number of pennies Luke has is 4 less than y

so  using just the  symbols in these brackets [ y, 4 , -]

write down the expression 
Number of pennies Luke has= ?
