I would say glands, such as the pituitary gland, which make chemical hormones that need the circulatory system to distribute them to the target organs.

I disagree with ccraw19, The nervous system uses chemical messages(e.g. in transmission across synapses) but it does not use the circulatory system. Glands which produce enzymes(or hormones) like @natasha.galich said are however transported in the circulatory system.

Neurons do use chemicals, such a calcium and epinephrine, to transmit information but are not main producers of any of them.
