Cabinet minister 
- will form a part of the cabinet.He is the head of that ministry.For Example, P.Chidambaram is Cabinet Minister of Home affairs. 
- will attend cabinet meetings.They are responsible for framing new policies of the Government. 

Minister of State 
- will not form a part of the cabinet.Some of them may have independent charge i.e., there will be no cabinet ministers for some departments,for which the ministers of state are the head.For Example,Praful Patel is the Minister of state for Civil Aviation(Independent charge) 
- other Ministers of state act as sub-ordinate to the Cabinet Ministers.They are also called as Deputy Ministers.A cabinet minister can have one or more Deputy Minister to assist him. 
- they cannot attend cabinet meetings unless they are specially invited to do so.
