Russia had about 20 million deaths. The Jews in Poland and Germany probably suffered the worst. Unless you look at the Pacific Theater, then it would be any of those who opposed the Japanese. The Japanese were absolutely cruel, and truly disgusting when it came to murdering innocents and POWs. It's hard to say who suffered the least during the war because many surrendered immediately, or hardly put any troops up at all. Wikipedia has a pretty good rough estimation of casualties during the war.
