Herodotus is referring to the fact that the Nile river cuts across thousands of miles of desert - otherwise uninhabitable. Therefore, without the Nile, there would have been no Egyptian civilization. The Nile was literally a river of life for the Egyptians. so i would say A because water is extremely important in survival and surviving is much more important than the other answers
