ok so remember y = mx + b m is slope which is with x and b is y-intercept which is always on y-axis

notice that the two points have something in common

y = b where b is y-intercept and when you don't have any x then you have horizontal line y= mx when you have slope but no y-intercept ( intercept is 0) x = # when you have no slope then you should draw vertical line

yes both points have -4 as the y coordinate. All points on this line have a y coordinate of -4 so y = -4
