n qualitative analysis, we want to achieve complete precipitation of the ion of interest. What is being done is, the precipitating agent is added in excess. Now, if what you used is only 0.1 M instead of 1 M, what do you think will be the effect of that on the efficiency of precipitation?
If the precipitating agent is dilute, there is big possibility that very little or none at all will form as precipitate. Precipitation will either be not complete or will not take place at all. So we always see to it that the precipitating agent is added in excess.. It should not be the limiting reagent in the formation of the precipitate. So what letter is the correct answer? @Aoi-chan
