What was the greatest threat to the elite’s control over the colonists – fear that was realized in Bacon’s Rebellion?

This is what I found: It was a complex chain of oppression in Virginia. The Indians were plundered by white frontiersmen, who were taxed and controlled by the Jamestown elite. All were exploited by England who bought colonists tobacco & made 100,000 pounds/year.
