Since you posted this in computers, I am going to guess you mean you are looking for info on the image editing. You have two general types of computer images, vector and raster. Vector images are internally mathematical calculations that describe shapes. This means they can be have the size changed very easily. However, they generally do not have photo quality. Raster images are pixel by pixel images that are photos, so the quality is great... unless you blow it up, then it gets all blocky. Rasters are popular for showing the work on the web, but that does not mean it must start as a raster image. Some people hand sketch, scan, and edit as a raster. Other people make the raster completely in an image editing tool like Photoshop($$) or Gimp(Free). And then there are people that make things is a vector tool so they can reuse parts more easily, but export the end results to a raster to put on the web. The three most popular raster formats are jpeg, lossy but photo realistic; gif, lossless but limited in colors; and png, lossless but can be large if you do true color.
