The perimeter is the sum of the lengths of all sides. You know the perimeter and the lengths of three sides. Subtract the lengths of the three known sides from the perimeter to find the missing side.

Another way of doing it is to add 15.4 cm + 16.2 cm + 28.7 cm, and then subtract this sum from 82 cm.
