It's an eyeball problem. 1) Scientific notation usually begins with one value left of the decimal. This single rule eliminates all but one response. 2) Count how many decimal places must be moved to accomplish #1. That's really all there is. As far as you having no idea, I simply don't believe it unless you sleep through 100% of your classes.
