Who originally developed the open-range system of raising livestock?

The open range system was developed by the Ancient Egyptians or even those before these people. There was open-range livestock management practiced in biblical times, long before the Mexicans are thought to develop the system or even before the Spanish conquistadors came to the New World and tried to develop a colony for their people. Fences were not used for nomadic herders in the Middle East, so livestock were let to graze over a certain area by shepherds before being moved to a different area.
