Describe the Union military strategy that was executed during the Civil War. My answer: The Union strategy was created on a plan that was designed by General Winfield Scott, who was well-known for his service during the Mexican War. Scott now served as the commander of the Union forces. He believed the best way to achieve success in the war would be to shut down the South’s ports along the Atlantic and Gulf Coasts.
