yes...if you have ever played with magnets the farther apart they are the less they repel or attract
What about if I bring two positive charges closer together....what happens?

For attractive forces as they become closer the PE decreases because the PE is used to do work. While for repulsive forces you must do work to force them together thereby increasing the PE.
