sleepyjess has asked the right question. The average rate of change AT the vertex doesn't mean anything. "Average" must be measured over a given horizontal distance. The rate of change AT the vertex is zero. <== Note the absence of the word "average".

Well i thought it was 4 but now that i look at it i would think its 2...

if it is between 2, -4 and 3, -2 then yes the answer would be 2
