D. because it would be a negative reciprocal so a negative -13/12 would make a positive 12/13 since two negatives make a positive.

another way of thinking about this, is \(m_{1} = -\frac{12}{13}\) then perpendicular line \(m_{2} = \frac{1}{\frac{12}{13}}= \frac{13}{12}\) Sorry, I made a mistake,
