African Americans needed a quota of jobs and political offices in order to compete against whites. African Americans were capable of exercising political power if they were not blocked by white racists. African Americans were an inferior race that did not deserve the same rights and privileges as whites. African Americans would migrate out of the South in large numbers unless they were given economic opportunities.

here is another question :) How did the boarding schools set up by the federal government in the late 1800s attempt to promote assimilation of Native Americans? by preparing students to attend college by training students to become factory workers by preventing students from learning English by discouraging students from practicing their tribal beliefs
