So, basically the United States wanted to remain neutral the whole time (just as they did in WWII as well). They remained neutral until the Germans attacked the "Lusitania" via submarine missiles. The lusitania was a British passenger ship that had supplies fro the Brits, that also had 128 (I believe that number is correct) Americans on board. When the germans sunk it -- American declared war.
