You divide 64/16 which equals 4 but that's not the answer you're looking for. You're looking for the ounce per pretzel so you need to do 1/4 which equals 0.25 and that's your answer. ^^

Because for plan A you have 5 white and 2 red and in plan B you have 4 white and 1 red. But plan B has the least Red because it only has 1 instead of 2.
