Not A, because you don't have to vote or serve in a military. it is B and C, because voting and serving in a military, for you, is a personal thing, and you do it out of a good will, so it a voluntary. Not D, because voting doesn't impact the elections so much, and because just "you" going to the military is not a political...

well, I would say that it is C, because I haven't heard of a term "voluntary responsibility" as far as the government history goes... I would suggest you to search a little bit more though, and to make sure...
