First of all it is shaded above the y, so it is "y is greater than x", or "y is greater than or equal to x" saying that y is not less. And a solid line (unlike a dashed line) indicates that the sign is either \(\large\color{black}{ ≥}\) or \(\large\color{black}{ ≤ }\).
