First, Y is greater than or equal to 3. Therefore, anything shaded should be at least 3 units up. Nothing can be shaded below 3 units. Then, for the second equation, you can plug in a point to see if it works. When you plug in (0,0) for x and y, the answer does not work because 0 is not greater than 1. Since that point doesn't work, you know that there can't be any shading outside of the absolute value bars. When you plug in another point, like (-1,2) for x and y, the answer works because 2 is greater than 0.
