What moral dilemma did Thomas Jefferson face over the Louisiana Purchase?

the constitution did not grant the president power to expand the country , and he favored limiting federal government.

When Jefferson ran for office, he ran with the intention to limit federal power, and then France randomly offered to sell there land to the states. Jefferson desperately wanted this land for the new nation. But the Constitution evidently did not grant presidents such power. @Perl is correct. :) Also congrats on Mod status!
