Hmm.. I think it could be C because it says it was his grandfather's grandparents had the Balek Scales, and then it says 'that thin line of justice which had to be redrawn every year'. Since it had to be every year, it would have to be passed down different generations, but I am not 100% sure it is C

Through process of elimination, I would say C as well.
There is no evidence that the scales have not been moved and the grandparent's grandparents watched the scales being used in awe, certainly not in fear.
