In what conditions, average velocity and instantaneous velocity are same?

They are the same when velocity is constant.

They are also the same at the moment when instantaneous velocity IS the same as average velocity- which seems self evident but means that in a varying velocity situation there ARE mopments when the 2 are equal. However - as above they are always equal if velocity is constant...
