Why are floods in urban areas particularly dangerous?

Property damages and number of deaths can be higher do to can water runoff is not being able to be controlled and managed. Concrete does not absorb the rain as soil does and there often are not streams or other running water sources to carry the water down stream and urban cities are typically on flatter grounds than other places. Cities are often flat and on sea level. So floods can easily happen without warning and spread faster.
