Do you know the definition of "linear" and "proportional" ?

linear, means that the graph is a line. (With always the same rate of change) proportional, means that there is a direct relation between y and x, like if you multiply times x whatever number, you will always get the y.

for it to be proportional, it has to not involve any "+b" (as in "y=mx+b" it would be just "y=mx" ) right?
