When you look the < and > signs the graph is shaded on on the side of the line that the arrow is pointing to. In other words if y > 1-3x the graph would be shaded below the line.

OpenStudy (anonymous):

For the greater than or equal and less than or equal to sign tell you the line is shaded. If it is a plain < or > then it is a dotted line because it it is not equal to the line on either greater (shaded above) or less than (shaded below)
