How do I know when and when not to use expanded octets?

If I recall correctly (and I'm super shaky on my chem, I'm trying to look up an answer to your question as well)-it depends on using VSEPR theory and assigning the appropriate charges to get the most neutral atom that determines whether you know you have an expanded octet on a central atom.
