I don't know if the 12 dollars for the first pizza include a first topping that would not be typically referred to as an extra topping, but I would assume that all toppings are extra, and thus the only first 12 dollars don't include that. 0.50 times 3.50 is how much?

you have 0.50 per topping, and altogether you can spend 3.50 on toppings. so 3.50 divided by 0.50 = the number of topings you can buy.
