Rational Functions Does a Rational function have a horizontal or a slant asymptote?

Is this a true statement or isn't there another condition, that the degree on the top has to be one degree bigger than on the bottom.

OpenStudy (anonymous):

The function \(y=\dfrac{x}{x}\) is a rational function without asymptotes, so I'd say it's not always true. (Whether you think the line \(y=1\) can be considered an asymptote is up to you; I don't think it qualifies.)
