3.Pick a wedding date.
4.Figure out the number of people to invite, based on space requirements/restrictions of the reception location.

The second one. Why? Because they need a date before booking a place, they need a place before deciding how many people they can fit, and they need to know how many people they can fit before inviting them. :)
