doing that would get you a smaller number. you want a bigger number. so add 1 to that. 16/9 is 7/9 more

when it says "more" or "raise" or "increase" or anything like that, the fraction you're going to multiply is going to be greater than 1. like if it said i got paid $14 an hr, and i'm getting a 25% raise, then i would multiply 14 and 1.25 and it's the opposite to "less than" or "decrease" like if i got paid $14 an hr and i was getting a wage cut of 5%, then i'd multiply 14 and 0.95
