Bouncing while you stretch is known as ballistic stretching. This form of stretching can stretch your muscles too far and too fast resulting in significant strain on your muscles. Stretching slowly should be performed at the beginning of any exercise or workout. It elongates and strengthens muscle preparing them for exercise and reduces the risk of injury.
