well the cost of the dresses and shipping need to be less than or equal to $60 so the only inequalities show the sum of 2 terms is the 2nd and 4th
so you need to decide with meets the conditions of the question... the way it reads, if you order 2 dresses the shipping cost is the same as when you order 1 dress... or 5 dresses...
