First, I suggest breaking down the name. The RFC, is for Reconstruction. Reconstruction was President Lincoln's plan to rebuild the US after the aftermath of the Civil War. So we know this had construction-related purposes. You can annex #1. This was a corporation and so I doubt they would give loans. So what is left is...What? 2, 3, or 4?
