Is it possible that everyone (even people who live far inland) is both affected by, and responsible for, the care of an estuary? Why, and how? PLEASE HELP!!!!!!!!

Yes absolutely because likely waters from rivers draining land far from the estuary end up at that estuary and estuary are frequently channels of commerce so goods from far away go to and from the port cities of estuaries think of London or Portland as an example.
