Your multiple choice answers are correct. Well done, but I hope you actually worked them out and not guessed. You did not show your work or justification. Measuring a rope three times and see if you have a difference in the measurements or uncertainties. That should be the lower bound of your error. This error depends on the tool you use, and the judgment you make when measuring.
