will fan/metal when writing a ratio does the higher number go first? for example the fraction 9/15 how would I write that as a fraction?

ok help me out here im confused so if I had 9/15 if I simplified that 3/5 if I put that as a decimal 0.6 but how does it go numerator of a fraction goes on the left of the ration ex. 3:5
