i am going to make a guess that these are exponents and it s really \[\huge \frac{14ab^3}{7a^{-2}b^{-1}}\]

bring the negative exponents up and make them positive also 7 goes in to 14 twice you get \[\huge 2aa^2b^3b\] then add the exponents to get \[\huge 2a^2b^4\]
