you just have to find what 3 and 4 are

Okay. Well, first you start off with 12. Then for each hour you add 13 and subtract 8.
If you do that you should be able to solve the problem. 
So, 22 + 13 - 8 = ?

Well, you just follow the same formula because your applying it each hour. So in order to find out how many customers are in the store at hour 4 you would add 13 and subtract 8 from 27. 

If you follow the formula to make sure, the answer should be that there were (or are) 32 customers in the store at hour 4!
