The Fourteenth Amendment. It enforced a definition of citizenship on the states, thus overturning Dred Scott v. Sanford, and provided a mechanism for enforcing the Bill of Rights on states. Thus citizens could now sue their states in Federal court for abridging their constitutional rights.
