is it possible to find the equation of a quartic with these 3 points (0,15) (7,0) (20,0). some how the book get this equation: y=0.0007653(t-7)^2 * (t-20)^2

It is possible, yes. In this case, your book assumed that both \(t=7\) and \(t=20\) are roots of multiplicity 2.
