"Truth value" means "if the statement is true or not." A truth value is either "true" or "false." In this case, determining the truth value means knowing something about the Dalmatian breed of dogs. I would argue that neither the original statement nor the inverse is true: the original because there are spotted dogs which are not Dalmatians, and the inverse because Dalmatians don't have spots until a few weeks after birth.
