For this function (attached below) what is the maximum value?

If you mean maximum y value for all x's then just look at the transformation, the 4 in front of the cos will increase the amplitude from 1 to 4 so the max value would be 4 and the min value would be -4, but the -3 shifts all points down 3, so the max would be 4 - 3 which is 1.
